Israeli and Russian security forces have been added to the United Nations (UN) blacklist relating to sexual violence during conflicts, particularly in connection with accusations made by prisoners, according to an annual report seen Thursday by AFP.
Last August, the secretary general of theHIM, Antonio Guterres had warned Israel and Russia against possible inclusion on this list, but incidents and patterns of sexual violence continued to be recorded by the United Nations
in the context of the war in Ukraine and in the occupied Palestinian territories, indicates its new report which must be sent shortly to the members of the Security Council.
The document also deplores that, despite this warning, the inspectors of theHIM were opposed persistent denial of access
by the authorities of both countries.
Concerning Israel, In 2025, patterns of sexual violence against Palestinians detained in Israel and the occupied Palestinian territories continued to be recorded
indicates the report, which notes that the cases verified by theHIM are indicative of trends over several years. The portrait, however, is not exhaustive
given the refusal of access to Israeli detention centers.

compared to 14 men, 7 women, 9 boys and 1 girl in the Gaza Strip and the West Bank.
