Vietnam reaffirms its role at the first International Security Forum in Moscow
General Luong Tam Quang, member of the Politburo and Vietnamese Minister of Police, delivered a speech marked by concrete proposals, during the 14e International meeting of senior security officials held on May 28, in Moscow, Russia, as part of the first International Security Forum.

Minister Luong Tam Quang welcomed the relevance of the themes discussed, in particular that entitled “Challenges and threats to international security in the context of the emergence of the multipolar world”, underlining its current character in an unstable international context.

Referring to the security challenges that Vietnam faces as a member of the international community, he reaffirmed the foreign policy of independence, autonomy, peace, cooperation, development, multilateralization and diversification of external relations of the country. The general stressed that Vietnam remains a friend, a reliable partner and a responsible member of the international community, actively contributing to the resolution of regional and global issues.
On this occasion, Minister Luong Tam Quang affirmed that Vietnam does not choose any side and does not ally against any third country, favoring justice, fairness, dialogue and cooperation in the service of the common interests of humanity. He stressed the importance of respect for independence, sovereignty and territorial integrity, non-interference in internal affairs as well as the peaceful settlement of disputes on the basis of international law and the Charter of the United Nations.
As a responsible member of the international community, Vietnam has proposed five main directions to face current security challenges: promoting respect for international law and the United Nations Charter; strengthen dialogue and trust between nations; establish smart global governance frameworks with long-term vision and science and technology accountability standards; place humans at the heart of security solutions; and intensify substantial cooperation against non-traditional security threats.
Vietnam calls on the international community to make joint efforts, strengthen solidarity and practical cooperation to overcome global challenges, for the benefit of all countries and future generations, said General Luong Tam Quang.
Previously, on May 27, the Vietnamese delegation also took part in the 6th Russia-ASEAN Senior Representatives’ Consultations on security issues. Minister Luong Tam Quang reiterated Vietnam’s consistent support for ASEAN’s central role in the open, inclusive and transparent regional security architecture. He praised ASEAN’s commitment to Russia, one of the first-tier partners, playing an important position for regional and global peace, stability and development, as well as Russia’s commitment to developing its relationship with ASEAN.
The minister suggested strengthening high-level strategic exchanges and coordination, working closely within ASEAN-led mechanisms, expanding cooperation in the areas of security and law enforcement, and intensifying cooperation in priority areas, including cyber security, in particular through the implementation of the United Nations Convention against Cybercrime (Hanoi Convention).
He also called for establishing a security-related information sharing, permanent early warning mechanism between ASEAN and Russia against terrorism, drugs and human trafficking.
During this session, the Secretary of the Security Council of Russia, General Sergueï Choïgou, expressed his country’s desire to collaborate with ASEAN to shape a Eurasian security structure, both bilateral and multilateral.
Furthermore, Minister Luong Tam Quang carried out several bilateral activities. On May 27, he met the secretary of the National Security Council of Mongolia, Altangereliin Byambajargal. The two sides welcomed the elevation of their relations to the rank of “Comprehensive Partnership” since September 2024, stressing that cooperation in security and law enforcement constitutes a major pillar. They agreed to intensify cooperation to confront non-traditional threats, including the fight against cybercrime and drug trafficking, while ensuring the protection of their respective citizens.
On the same day, the Vietnamese minister held a working session with the chairman of the Investigative Committee of Russia, Alexander Bastrykin. They welcomed the progress made since the cooperation memorandum signed in 2021. Faced with the rise in transnational crime, terrorism, money laundering, etc., the two officials underlined their convergence of views on national sovereignty, stability and responsibility of law enforcement towards society and the State.
At the end of the talks, a new cooperation agreement was signed between the Vietnamese Ministry of Police and the Russian Investigative Committee. of the Investigative Committee of Russia signed a cooperation agreement, marking another important step in strengthening relations and developing professional contacts between the two institutions.
