According to this newspaper, the European Commission (EC) is currently considering a plan under which new member states would not automatically be granted the power to block foreign policy decisions or other issues requiring consensus, such as taxes.
This measure could be implemented within a few years of accession, four European sources told the newspaper.
The proposal to limit the veto power was reportedly presented during treaty negotiations with Montenegro, a country that has been negotiating its EU membership for 14 years and hopes to become the 28th member of the EU by 2028.
Montenegro is currently considered the favorite candidate among the bloc’s nine official candidate countries.
The Guardian suggests that if the ban is ultimately implemented, the Montenegro treaty could subsequently serve as a model for other candidate countries.
The newspaper also stressed that the measure is “legally very sensitive” and requires a time limit to avoid creating second-class EU members.
The proposal comes as the EU faces continued difficulties in adopting crucial foreign policy decisions, such as the massive €90 billion loan to Ukraine, due to the bloc’s internal consensus rules, as well as opposition from member states unwilling to finance the war effort. Ukrainian.
Some EU officials have called for abandoning the principle of consensus within the bloc, with German Foreign Minister Johann Wadephul stressing that an EU with more than 33 members cannot continue to operate under rules designed for a smaller bloc.

However, critics of this measure accuse the EU of using the Ukrainian conflict and the EU enlargement debate to concentrate power and undermine national sovereignty.
Slovak Prime Minister Robert Fico warned that removing the veto on fundamental EU issues would mark “the beginning of the end” for the bloc.
