Work in the offices of the Great Archin the La Défense business district, may well take place. In fact, thea CGT, CFDT, FO and UNSA had filed an appeal before the administrative court of Cergy-Pontoise to cancel the work undertaken by the ministries of Ecological Transition, Transport, Regional Planning and Housing. With this decision, justice above all gives the green light to the Arche-Sequoia 2028 real estate project.
From 1400 to 2200 agents in the south wall of the Grande-Arche
As a reminder, Arche-Sequoia 2028 plans a reorganization of work spaces in the buildings of the “South Wall of the Grande Arche” and the “Séquoia Tower”, with restructuring work, relocations of agents and a significant increase in the number of positions accommodated in the Grande Arche. For their part, the unions denounced the scale of the work and “their difficult reversible nature”, while the first arrangements were to begin at the end of April 2026 and the moves from May 21.
THE union legal teams had put forward a multitude of technical elements to cancel this project: technical documents not up to date enough, “micro-zoning” too imprecise, manipulation of documents classified as “defense secrets”…
Conversely, the various ministries wanted to highlight that the contested elements constituted simple “domestic measures” that did not infringe the “fundamental rights or freedoms of agents”.
The court admitted that Arche-Sequoia 2028 would concretely change the work of the agents. Notably because the South Wall of the Grande Arche “is intended, in the long term, to accommodate 2,200 agents compared to 1,400 currently”. But the Cergy court concluded that the decisions challenged “are simple internal measures, not subject to appeal and therefore suspension in summary proceedings”. The unions’ request is therefore rejected in its entirety.
