I Official Journal dated May 14 published a decree establishing aid for the distribution of the national press in the number. Are thus concerned; dailies appearing at least five times a week and weeklies appearing between one and four times a week. “Publishing companies which are not up to date with their obligations towards the tax administration and the bodies for collecting social security contributions and family allowances are excluded from benefiting from the aid”, however, specifies the decree. On the method of calculation, the text stipulates that the amount of aid for the distribution of the national press at number “is calculated by multiplying the cost of distribution of the press publication of the year preceding that of the allocation of the aid by a rate defined in II of this article. For this calculation, the distribution cost relating to copies distributed by number on the national territory is taken into account. The rate is thus variable (40%, 30%, 12.5%) depending on the cases listed in the decree.
A review before the end of 2027
Finally, before December 31, 2027, the DGMIC (Directorate General of Media and Cultural Industries) is responsible for carrying out an assessment of the implementation of the aid, covering in particular: the evolution of the number of copies distributed and sold, as well as the turnover made through the sale of the number of beneficiary publications; the evolution of eligible distribution costs; the share represented by eligible distribution costs in all costs borne by the publications; beneficiaries for their sale by number.
