War in Ukraine: the creation of a special court at the heart of European discussions in Moldova

Forty-six ministers from Council of Europe member states are meeting on Friday May 15 in Chisinau, capital of Moldova. A country victim of interference and hybrid attacks from Russia. A country bordering Ukraine where Moscow continues its war of aggression. On the agenda for discussions between Europeans, the creation of a special tribunal for Ukraine. Once the war is over, he will be responsible for judging those responsible.

This special tribunal will be the second stage in a process designed by the Europeans to come into force once the war in Ukraine is over. First step: financial reparations for war damages. A damage register was set up three years ago to list all the damage that could give rise to repairs.

Second stage: this special tribunal which will therefore be responsible for judging those responsible for the conflict in connection with the International Criminal Court in The Hague. An initiative notably supported by the French Minister of Foreign Affairs Jean-Noël Barrot.

France even wishes to be part of the steering committee of this future special tribunal, the statutes of which have already been adopted and signed in 2025.
