Iran has proposed a new peace plan, including a proposal to reopen the Strait of Hormuz. According to this plan, negotiations on the Iranian nuclear issue would be addressed later.

Thirty-three kilometers at the heart of global tensions. The Strait of Hormuz, central to the Saint Petersburg talks, remains a point of contention between Washington and Tehran. Vladimir Putin positions himself as a peacemaker, preferring to support his ally: “We see with what courage and heroism the Iranian people are fighting for their independence and sovereignty and of course, I hope that peace will return.”

At the center of discussions is a central proposal: to regain control of the strait and regulate the passage of ships. Ebrahim Azizi, president of the Parliament commission on national security, explained: “The rights of passage of the Islamic Republic of Iran in this strait must be paid in the national currency, the rial, and according to this plan, ships and cargoes belonging to the Zionist regime are not allowed to transit under any circumstances.”

Tehran takes a tough stance. In recent weeks, there have been multiple signals: mining, seizing of ships. The goal is to establish a power dynamic and influence the course of negotiations. However, the new Iranian proposals clash with international law.

The United Nations reminds that this passage is a maritime route where freedom of navigation is paramount. Arsenio Dominguez, Secretary-General of the International Maritime Organization (IMO), stated: “There is no legal basis for the establishment of any tax or duty on straits used for international navigation.” Although tensions continue to rise, Washington is preparing to respond.
