In its report on the past year, Amnesty International paints a bleak picture of worsening human rights violations on all continents in 2025. States, governments, and private actors are identified as responsible for numerous violations, with many escaping accountability.
The organization highlights a “predatory behavior” among powerful figures like Trump, Putin, Netanyahu, and others, accused of resorting to violence, repression, and destruction to maintain their power. Amnesty suggests the creation of a special tribunal for the Ukraine conflict and the extradition of former Philippine president Rodrigo Duterte to the ICC.
Amnesty’s Secretary-General in Germany, Julia Duchrow, expresses concern over Iran’s population facing threats from American and Israeli attacks and the regime’s repression, culminating in thousands of deaths. Duchrow emphasizes the need for respecting international law to overthrow the Tehran regime.
Criticism is particularly directed at the United States under Marco Rubio’s vision of a new world order favoring an alliance of Western civilizations, overlooking historical facts. Amnesty condemns actions by the US, Israel, and Russia, accusing them of violating international law and committing crimes against humanity.
While noting a global collapse of post-1945 rules, Amnesty sees hope in the engagement of civil societies amid escalating tensions. Duchrow cites examples like Iranian protests, Hungarian election results rejecting Orbán’s policies, and the release of activist Maria Kolesnikova in Belarus, as signs of resilience in a seemingly lost world.
