Following the implementation of the two-level local government model, 100% of communes and neighborhoods have restructured these teams according to the principle of “practical accompaniment,” while assigning personnel to assist citizens in completing online administrative procedures.

Police forces play an essential role in guiding citizens in using online public services and essential digital platforms, while raising awareness about information security and preventing online fraud.

Thanks to the activities of these groups, digital transformation content is integrated into Party section meetings and neighborhood meetings, gradually and persistently helping people become familiar with digital tools and eventually master them.

The number of online applications is increasing at the Dam Thuy commune administrative services center. Users are accustomed to searching for and tracking the progress of their administrative procedures online, saving time and reducing travel costs.

Solving specific problems in mountainous and border regions.

Cao Bang is an extensive mountainous province with a dispersed population, where the promotion of digital skills and online public services plays a crucial role in facilitating public access to services, especially in remote and rural areas.

The province continues to prioritize the continuous improvement of its digital infrastructure. Competent agencies will collaborate with telecommunications operators to accelerate mobile coverage deployment in areas currently lacking signals, gradually bridging connectivity gaps.

Training and development in digital skills will continue to be encouraged to meet the needs of each target group, especially those living in remote and rural areas.

According to officials from the Department of Science and Technology of Cao Bang province, in 2026, the locality will continue to organize training sessions to enhance the capabilities of community digital transformation teams, laying a solid foundation for the widespread and effective spread of the “Digital Literacy Movement.”

With its flexible and practical approach and people-centered orientation, the “Digital Literacy Movement” in Cao Bang is proving its effectiveness, contributing to bringing digital technology to every village, creating significant momentum for socio-economic development, ensuring social well-being, and reducing the digital divide between regions.
