According to the report presented by Lieutenant General Truong Manh Dung, commander of Military Region I, these forces, alongside the people of the Northwest, have shown remarkable revolutionary heroism, embodying unwavering will, unity, and absolute loyalty to the Party, the Fatherland, and the people. They have been decorated with many prestigious honors, including the Order of the Gold Star, the Ho Chi Minh Order, and the Order of Independence.
In his speech, he recalled that the Northwest – corresponding to Military Region I – holds a key strategic position in national history as a revolutionary base, resistance capital, and cradle of Vietnam’s revolutionary armed forces.
He stressed that these forces have always maintained the qualities of “Uncle Ho’s soldiers,” staying closely connected to the population and actively participating in socio-economic activities, poverty reduction, the construction of new rural areas, as well as relief, rescue, and public order maintenance operations.
He highlighted the importance of strengthening vigilance, mastering the situation on the ground, improving strategic forecasting capabilities, and consolidating defense areas.
Furthermore, he emphasized the need to build overall strong armed forces, especially politically, modern, efficient, and capable of mastering technical equipment, while enhancing the quality of training, exercises, and operational readiness.
He also stressed the importance of promoting the role of the armed forces as a combat, labor, and production army, reinforcing mass mobilization and communication work to consolidate national unity and thwart attempts by hostile forces.
He called for effective logistical, technical, financial, and informational support for all missions, regular and unforeseen, and emphasized the importance of soldiers’ material and spiritual living conditions, promoting self-sufficiency, economy, and efficient use of military equipment.
In addition, he underlined the importance of strengthening scientific research, technological innovation, digital transformation, as well as improving capabilities in civil defense situations, disaster relief, and epidemic response.
Lastly, he emphasized the need to build an integrated and strong Party organization, vigorously applying the Central Committee’s resolutions on Party construction and rectification, fighting against ideological degradation and developing competent, responsible, and exemplary cadres.
Confident in the capabilities and tradition of Military Region II, Tô Lâm expressed confidence in their ability to successfully accomplish all entrusted missions, thereby contributing to the strong defense of the Socialist Republic of Vietnam in the new phase of development.
