At the heart of the PFAT missions: ensuring optimal operational support to the armed forces. This seminar fully embraced this ambition by promoting direct exchanges between partners to identify friction points, streamline processes, and build concrete solutions for a more efficient financial execution.

In his opening speech, the Finance Division Chief presented the organization and results of the PFAT, highlighting the Denain site. With an average processing time of 8.6 days in 2025 and rigorous control of late fees, the PFAT demonstrates its ability to combine performance and reliability. Areas for improvement have been identified, particularly in invoice quality, management of supporting documents, flow regulation, and rejection reduction.

The morning continued with a friendly lunch organized by the GSC mess in Lille, fostering informal exchanges and strengthening cohesion among partners.

The action-oriented afternoon allowed suppliers to directly interact with their PFAT counterparts — buyers and liquidators — in thematic workshops. These honest and constructive exchanges quickly addressed several challenges and led to pragmatic solutions. The PFAT director emphasized the importance of empowering each actor in the chain, in a subsidiarity logic, to increase agility and responsiveness.

The presence of the DDFiP and the Operations and Logistics Support Center (CSOA) enriched the discussions, with each contributing expertise and a better understanding of their respective constraints.

Concluded with unanimously positive feedback, this day successfully achieved its goals: strengthening cooperation, improving practices, and consolidating a sustainable partnership dynamic. An initiative meant to stand the test of time.
