In 2026, the call for projects campaign is part of a demanding geopolitical context, marked by the need to consolidate France’s and its European alliance’s strategic resilience.
This year, the calls for projects will focus on three major areas: strengthening European unity and the stability of our neighborhood, implementing the concrete renewal agenda in Africa, and defending our sovereignty against global challenges, including the fight against drug trafficking, control of irregular migration flows, and the development of strong economic cooperation.
In this regard, the evaluation of applications will be rigorously based on selection criteria, requiring project owners to demonstrate, beyond their technical relevance, their tangible utility both directly and indirectly for French citizens, ensuring that each funded initiative effectively contributes to the overall national interest.

Thematic AAPs: – Europe and neighborhood: aims to strengthen European unity between territories and support the stability, resilience, and sustainable development of EU countries and their neighborhood. – Renewal Agenda in Africa: developed in 2022, the Renewal Agenda in Africa aims to reshape France’s relationship with sub-Saharan African countries and focuses on renewing partnerships between France and African countries based on reciprocity, innovation, sustainable impact, and dialogue among youth and civil societies. – Sovereignty: aims to strengthen the capacity of French territories and partners to address national strategic challenges. In a context of economic, security, and migratory balance restructuring, it supports centralized cooperation with high added value, contributing to the resilience of territories and the defense of national interests.
Joint Funds:
General AAPs: – General AAP: co-financing projects of centralized cooperation not covered by thematic AAPs or joint funds – AAP Hand-in-hand: open to associations of territorial collectivities for implementing centralized cooperation projects involving at least 3 French territorial collectivities.
The co-financing granted by DCTCIV can be up to: – 70% of the total project cost for projects with the “least developed countries” (LDCs) – 50% of the total project cost for projects with other countries eligible for official development assistance (ODA) (excluding LDCs) – 30% of the total project cost for projects with countries not eligible for ODA.
