During a seminar, Comrade Nguyen Manh Cuong, member of the Party Central Committee, Deputy Permanent Secretary of the Party Committee, and Deputy Minister of Foreign Affairs, emphasized the need to evolve thinking on foreign policy in a changing world. The workshop brought together representatives from various agencies, experts, researchers, and policymakers. The international context is marked by increased strategic competition, restructuring of economic and security structures, and global challenges such as climate change and digital transformation. These factors underscore the urgency of rethinking foreign policy implementation methods to ensure flexible adaptation while maintaining a strategic direction.

Participants highlighted that the foreign policy of this new era should not only focus on maintaining a peaceful and stable environment but also actively engage in shaping international structures and rules. Creating a favorable international environment is crucial for building and protecting the nation. There needs to be a shift from a logic of “participation” to one of “selective contribution and leadership,” particularly in areas where Vietnam has strengths such as digital economy, innovation, and sustainable development cooperation.

The seminar also delved into international experiences, demonstrating that successful countries have comprehensive foreign policy systems that effectively combine diplomatic channels and leverage multilateral mechanisms. Active participation in shaping international standards, expanding partner networks, and enhancing strategic forecasting capabilities are key factors. Ultimately, a “higher-level global foreign policy” is not just about broadening the scope and scale of activities but also improving their quality and effectiveness.

The results of the conference significantly contributed to enhancing both theoretical and practical foundations, laying the groundwork for foreign policies and strategies that meet the requirements of rapid and sustainable development in this new period.
