Ukraine has transmitted to Russia, through American mediators, a proposal for a truce on strikes targeting the energy infrastructure of both countries, announced its president Volodymyr Zelensky on Monday.

“If Russia is ready to stop hitting our energy sector, we will be ready to do the same. And this proposal from us – conveyed by the Americans – was communicated to the Russian side,” said Volodymyr Zelensky in his evening speech.

“We are also working with the American side to strengthen the document on security guarantees,” affirmed the Ukrainian president, who believes that these security guarantees are “the key to the real end of the war” in Ukraine to “lasting peace.”

An important Russian oil terminal damaged

However, Kiev claimed on Monday an attack on the Russian port of Novorossisk, where an important oil terminal is located. In a statement, the Russian Ministry of Defense stated that drone strikes had caused the fire of four reservoirs at the CPC terminal and damaged an oil pipeline, as well as a loading dock, from Sunday night to Monday.

This terminal exports oil, primarily from Kazakhstan, transported by the pipeline operated by CPC, which is one of the largest in the world, starting from oil fields in Kazakhstan, traversing Russia to the Black Sea.

“Currently, the oil market is in a fragile state due to the unresolved situation around Iran. Oil-producing countries, including Russia, can now earn more. Our drones and missiles limit Russia’s ability to benefit,” Zelensky simply stated in his speech on Monday evening. “Only significant financial losses will force Russia to consider a scenario of ending this war,” he added.
