Comrade Nguyen Manh Tuan, a member of the Permanent Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, chaired the meeting at the Tuyen Quang branch.
In his opening speech, Prime Minister Pham Minh Chinh emphasized that Vietnam is determined to achieve double-digit economic growth in 2026. To do so, scientific and technological development is seen as a crucial lever, ensuring rapid and sustainable economic development while strengthening national defense and security. This includes the development and mastery of fundamental and strategic technologies.
The Prime Minister highlighted that, in the current context of rapid scientific revolution, any country possessing and mastering key and strategic technologies will achieve stable and sustainable development. Regarding Project 06, he urged ministries and agencies to fully integrate administrative procedures into the digital environment to provide maximum convenience and reduce costs for citizens.
According to a report from the Ministry of Science and Technology, Vietnam has laid a solid foundation for the development of strategic technologies by refining its institutional framework, identifying key product categories, and establishing a network of companies mastering fundamental technologies. Additionally, a system of technical standards and financial resources has been systematically put in place to guide the market.
In March, the country had 963 certified scientific and technological enterprises, 45 innovative initiatives, and nearly 4,700 products offered for sale, with over 3,400 coming from local exchanges. Regarding intellectual property, over 35,000 applications for industrial property rights were filed in the first quarter, marking a 14.5% increase compared to the same period in 2025.
Tuyen Quang province has also achieved notable results. In the field of science and technology, it currently has 11 active scientific and technological organizations primarily engaged in research and application activities; 5 companies have been certified as scientific and technological enterprises; and digital infrastructure is continuously improving. Regarding administrative procedures reform, over 95% of processes are accessible online, with over 91% of applications submitted online and over 97% of requests processed in advance.
During the meeting, officials from ministries, sectors, and local authorities focused on analyzing bottlenecks and proposing solutions, including: refining the legal framework for new business models to encourage companies to invest boldly in key technologies; prioritizing the development of a synchronous digital infrastructure; streamlining the framework through administrative reform; and enhancing the capabilities of officials in the digital environment.
In conclusion, Prime Minister Pham Minh Chinh stated that the progress made in the first quarter of 2026 is important, but the challenges to achieving double-digit economic growth remain significant. He emphasized that science and technology, innovation, and digital transformation are no longer options but essential paths towards autonomy and major advancements.
To achieve strategic goals, the Prime Minister called for: continued removal of obstacles to mechanisms and policies aimed at unlocking social resources for investment in science and technology; organizing collaboration between the three actors of science and technology (state, businesses, and scientists); and prioritizing the implementation of specific mechanisms and preferential policies for key technological enterprises and strategic national products. This is an urgent necessity to meet the country’s needs in terms of policy, economic development, security, and defense.
Regarding digital transformation and Project 06: citizens and businesses must be at the center of development. It is important to develop a digital administration, economy, and society; accelerate the implementation of paperless systems, promote document digitization, and provide genuine online public services while avoiding unnecessary formalities and ensuring accurate, complete, reliable, and up-to-date data. Additionally, building a common data architecture for unified and stable use is necessary.
Regarding innovation, the Prime Minister emphasized the need to actively promote creative entrepreneurship across all segments of the population. He expressed confidence that with the resolute commitment of the entire political system and the combined efforts of the business world and the population, Vietnam will fully seize the opportunities offered by the fourth industrial revolution, making science and technology the main driver of rapid and sustainable socio-economic development, and significantly contributing to national construction and defense in this new context.
