The Vice Prime Minister Pham Thi Thanh Tra signed Decision No. 462/QD-TTg on March 22, 2026, promulgating the plan for the implementation of the “Innovation, Science and Technology Development, Digital Transformation, Green Transformation” emulation movement.
This plan aims to create a stimulating emulation climate, encouraging proactive, creative, and responsible spirits among officials, Party members, citizens, and the business world in applying science and technology, promoting innovation, digital transformation, and ecological transition in all areas of life.
At the same time, the movement aims to awaken the aspiration for national development, promote autonomy and internal strength, and efficiently utilize endogenous resources. Its guiding principle is to place the people at the center, as the subject and purpose of development, with the quality of living environment being considered an important indicator of sustainable growth. By doing so, it contributes to achieving development goals in line with the spirit of the National Party Congress Resolution XIV.
Focus on making major breakthroughs in thinking, infrastructure, and technology.
Ministries, departments, localities, organizations, and businesses are required to develop emulation movements tailored to their practical situations, focusing on several key areas:
Emulation to create breakthroughs in thinking, awareness, and action: identifying science, technology, innovation, and “green and digital transformation” as key drivers of growth, the foundation for productivity improvement and competitiveness enhancement; as well as tools to enhance governance efficiency, national autonomy, and ensure national defense and security.
Competition to develop a modern, integrated, secure, safe, and efficient digital and green infrastructure.
Promote innovation and creativity, and fully apply digital transformation and green transformation in all activities and international cooperation.
By promoting the development of the digital economy, digital society, digital government, digital administration, and digital citizens, in connection with the “Movement for Digital Literacy” and digital platforms, aimed at ensuring “3 securities”: safety, security, and well-being of individuals.
Draw inspiration from green transformation and combat climate change for rapid and sustainable economic development.
Clear criteria for ministries, departments, and localities.
The plan requires ministries, sectors, and localities to achieve and strive to exceed the set objectives in terms of science and technology, innovation, digital transformation, and ecological transition, in accordance with the resolutions of the Central Committee and the government.
Furthermore, it is necessary to develop the economy throughout the value chain, strengthen technological autonomy, restructure the economy in connection with innovation in the growth model, effectively use resources and energy, develop green infrastructure, and promote sustainable lifestyles.
Strengthen the role of socio-political organizations.
For the Vietnam Fatherland Front and other socio-political organizations, the Plan emphasizes organizing concrete activities to promote and encourage citizen participation in digital transformation and ecological transition.
At the same time, it encourages initiatives to disseminate digital knowledge, promote digital education, and gradually establish a digital culture and ecological lifestyle within the community. These organizations are also called upon to play a monitoring and critical analysis role, as well as participate in policy development related to science and technology, innovation, and sustainable development.
