Strategic Technology: Institutional Innovations to Implementation.

Never before have issues of science, technology, and innovation in general, and strategic technologies in particular, received so much attention. In a context of increasingly intense global technological competition, it is essential and urgent to establish a strong institutional framework for science, technology, and innovation, especially concerning strategic technologies.

In recent years, Vietnam has achieved many positive results in scientific and technological development. However, it is clear that most companies remain focused on transformation and assembly; their ability to master and develop basic and strategic technologies remains limited. Resources allocated to research and development have not truly energized key sectors. The lack of qualified personnel is a major barrier to the development of advanced and strategic technologies.

Resolution No. 57-NQ/TW of the Politburo clearly defined the goal of rapid and sustainable development, aiming progressively towards technological self-sufficiency, particularly in the field of strategic technologies. Based on this resolution, the concept of “strategic technology” was codified for the first time in the law on high technologies. This law clearly states that a strategic technology is a high-impact breakthrough technology identified by the state as a priority for investment and development to strengthen technological self-sufficiency, create national competitiveness, ensure national defense and security, and promote sustainable socio-economic development. The state favors, facilitates, and supports organizations and individuals investing in the development of high-tech and strategic industries. To ensure policy flexibility, the law provides that, taking into account the socio-economic situation of each period, the Prime Minister approves the plan and strategy for the development of certain high-tech, strategic, and support industries contributing to sector development.

Furthermore, the law clearly stipulates policies to promote the development of companies producing high-tech goods, high-tech companies, and strategic technology companies, including those in sectors and professions benefiting from special investment incentives as listed in the Investment Law. Individuals directly involved in advanced and strategic technology research and development are entitled to preferential measures and support in terms of training, professional development, scientific research, technological development, employment, and housing. They are also exempt from income tax or benefit from tax reductions, in accordance with the law on science, technology, and innovation.

Support and incentive policies are important catalysts; however, given our limited resources, these resources should be focused on key and priority areas that create real breakthroughs in socio-economic development.

In the field of strategic technologies, human resources are a determining factor. Consequently, the development of highly qualified human resources must be considered a key element. To do this, education and training must be reformed to meet market requirements and new technologies. Innovative policies are necessary to attract talent, especially Vietnamese expatriate experts. Another important solution is to establish sufficiently attractive policies to encourage companies to participate in the strategic technology ecosystem by providing access to capital, technology, and markets. Specific policies are particularly necessary for companies capable of playing a leading role in the development of strategic technologies.

Creating a comprehensive legal framework for strategic technologies is necessary, but insufficient if policy implementation is not truly effective. Therefore, the government and ministries have a crucial role to play in organizing this implementation. The government must ensure unified coordination, avoiding overlaps and resource dispersion. It is urgent to develop specific action programs with clear objectives and roadmaps. Additionally, it is essential for agency officials and local authorities to be held accountable for policy implementation to bring about substantial change.

The development of strategic technologies is not only an immediate necessity but also a crucial factor for long-term national competitiveness. Overcoming institutional barriers related to resources and implementation will be essential to affirm Vietnam’s position and independence on the global technological stage.
