Propaganda using utility applications
At noon, at sea, taking a break from fishing, Mr. Pham Van Xiu, a fisherman from Long Hai commune (Ho Chi Minh City), checked his phone to stay informed about the election of deputies to the National Assembly for the 16th legislature and representatives of people’s councils at all levels for the 2026-2031 term. He mentioned that on the commune’s Facebook page and Zalo group of the hamlet, local authorities had posted the biographies and programs of the candidates, the rights and duties of voters, as well as voting instructions. Voters were also invited to find their polling station through online maps, scan QR codes to view propaganda information, or perform certain actions to verify their personal information via the VNeID application.
“Thanks to this, even at sea, I was able to stay informed about current events. When I return to land to vote, I also knew more about the candidates and the electoral process,” said Mr. Xiu.
Not only fishermen, but also many other groups of voters, such as workers and postal workers, access electoral information in the same way. Instead of waiting for neighborhood meetings or checking billboards, they can now directly access election-related information on their phone. Furthermore, in Ward 11 (Binh Thanh district), an area with many small family pensions, Ms. Dao Thi Lan Phuong, the neighborhood leader, held information sessions and explained to residents how to register on the electoral lists via the VNeID application.
For visually impaired voters, Binh Thanh district uses specialized audiobooks and braille documents as part of its awareness programs. Nguyen Van Thuong (originating from Dong Thap province and temporarily residing in Binh Thanh district) stated that providing braille materials and online audio broadcasts helps visually impaired individuals like him understand their rights and duties as voters, learn about the candidates’ biographies and programs, and choose the most competent person.
Find information using digital maps.
Many localities in Ho Chi Minh City have intensified the use of digital technologies to enhance the efficiency of their electoral campaigns. Thu Duc district has employed artificial intelligence (AI) to create a virtual presenter to explain election rules. These rules are presented in a dynamic and engaging video format, making them more accessible to voters, especially the youth. Additionally, Thu Duc district has integrated a digital map of its polling station on an online mapping platform. Voters can visualize the shortest route to their polling station and directly access the profiles of candidates in their constituency.
The Trung My Tay district has also established a digital mapping application for polling stations. Residents only need to scan the QR code or access the link provided by local authorities on the neighborhood information pages to precisely identify their polling station. The digital mapping system includes navigation functionality for all 41 polling stations in the district.
According to Mr. Ho Minh Hoang, president of the people’s committee of Trung My Tay district, the digital map helps people save time in finding polling stations, especially in densely populated areas or those with complex road networks.
In An Lac district, a dedicated website for electoral information has been created to provide comprehensive information about the elections. With a few clicks, voters can find all the necessary information: the list of candidates, polling stations, verification of their personal information, and the voting process.
Comrade Vo Van Minh, president of the People’s Committee of Ho Chi Minh City and chairman of the Ho Chi Minh City Electoral Committee, stated that the use of digital technologies in propaganda and election organization is an inevitable trend, contributing to improving the efficiency of management and creating favorable conditions for citizen participation in exercising their civic rights.
Exploitation of the Cybersecurity Operations Center to Support Elections
The Ho Chi Minh City Police Department has established a Cybersecurity Operations Center to ensure the security of elections for the 16th National Assembly and elections at all levels for the 2026-2031 period. The Center maintains a 24/7 standby system throughout the electoral period, thanks to the participation of specialized forces in information technology and cybersecurity. Comprehensive surveillance, alert, and incident response plans have been developed and are ready to be deployed immediately when needed.
The Ho Chi Minh City Police also provided demographic data for each commune to support the electoral process; they deployed voter management software to optimize the time spent on dividing and verifying voter lists. Additionally, they assisted local authorities in using the national population database and the VNeID application to facilitate the establishment of voter lists and the printing of voter cards.
