M. Vu Hai Quan was born on August 1, 1974 in the commune of Gia Phong, Ninh Binh province. As a member of the Kinh ethnic group, he was admitted to the Party on April 25, 2012 and holds an advanced education in political theory.
Regarding his education, he is an associate professor with a doctorate in information technology, as well as a master’s and bachelor’s degree in information technology.
During his career, he served as a member of the Party Central Committee in the 13th and 14th terms, and was also a delegate to the National Assembly in the 15th and 16th terms, elected from Quang Ngai province with 91.51% of the votes.
He is currently a member of the National Assembly, where he also sits on the committee for culture and social affairs.
Prior to his appointment as Minister of Science and Technology, Mr. Vu Hai Quan held several important leadership positions in higher education and science and technology.
From 1996 to 2001, he was a lecturer at the Faculty of Information Technology at the University of Science in Ho Chi Minh City.
From 2001 to 2006, he studied abroad, obtaining a PhD from the University of Trento in Italy and participating in a postdoctoral research program at the University of Louvain in Belgium.
Upon returning to Vietnam, he held various professional and leadership positions at the University of Natural Sciences, including director of the international training center ITEC and head of the Artificial Intelligence Laboratory (AILab).
From 2012 to 2017, he served as Vice Rector at the University of Natural Sciences.
Since 2017, he has held several key positions at the University of Science in Ho Chi Minh City, including Vice Director, Deputy Director, Party Secretary, Director, and University Council President.
He has been involved in managing and developing various educational and research units, such as the International Training Institute and Artificial Intelligence Laboratory.
In the field of science and technology policy development, he serves as Vice President of the Advisory Council for the “Research and Development of Artificial Intelligence Applications in Ho Chi Minh City, 2020-2030” program.
He is also a member of the steering committee for the construction of a creative and highly interactive urban area in the east of Ho Chi Minh City.
From January 2021 to September 2025, he was a member of the 13th Central Committee of the Communist Party of Vietnam, a delegate to the 15th National Assembly, a member of the Cultural and Education Commission of the National Assembly, and served as Party Secretary and Director of the University of Science in Ho Chi Minh City.
According to a decision issued by the Prime Minister on September 3, 2025, he was appointed as the Deputy Permanent Secretary of the Party Committee and Deputy Permanent Minister of Science and Technology.
At the 14th National Party Congress (January 2026), he was re-elected as a member of the 14th Central Committee.
In March 2026, he was elected as a deputy to the 16th National Assembly.
During the first session of the 16th National Assembly on April 8, 2026, he was approved to serve as Minister of Science and Technology for the 2026-2031 term.
Currently, the Ministry of Science and Technology is led by Minister Vu Hai Quan and four Deputy Ministers.
The four Deputy Ministers of Science and Technology are: Mr. Bui Hoang Phuong (alternate member of the Party Central Committee), Mr. Pham Duc Long, Mr. Le Xuan Dinh, and Mr. Hoang Minh.
