The European Union aims to strengthen its defense technologically through its new flexible and rapid defense innovation program (AGILE). In current conflicts, technology plays an increasingly important role, as evidenced by the use of drones in the wars in Ukraine and Iran. These conflicts have clearly shown that traditional weapon systems are often lagging behind the rapid pace of evolving technologies. This has become evident with the use of technologies such as drones, artificial intelligence, and quantum technology.
AGILE Plan
The European Commission launched the AGILE program in March 2026. It is a funding instrument aimed at accelerating innovation in defense. The first pilot phase of the plan has a budget of 115 million euros for approximately 20 to 30 projects. This budget comes directly from the European budget. This amount is used to fund projects in the areas of robotics, artificial intelligence, quantum technology, and robotics. The program will finance both the technical development phase and the transition to operational deployment.
AGILE aims to significantly reduce the time between development and implementation. The goal is to successfully complete advanced projects within a timeframe of one to three years and deploy them in a military context. European defense should thus be better equipped to respond to current threats.
Furthermore, companies can submit their own requests. This was not possible under the traditional EU programs. They do not need to enter into large international partnerships to do so. They can obtain full reimbursement of their expenses, significantly reducing the financial risk for companies. Additionally, the administrative procedure has been simplified.
Objective of the Plan
Currently, European projects often take years before they become operational. As a result, these defense systems react too slowly to rapid technological advancements, such as the deployment of drones and AI.
Small businesses and startups are often faced with lengthy and cumbersome procedures and long waiting times under existing European funds. These are essential for innovation. Consequently, production is often outsourced outside of Europe. This results in projects not being completed within the set deadlines, as is the case with the Eurodrone project. This project started in 2024 and is not expected to be operational until around 2031.
EU Policy
In addition to AGILE, the EU continues to develop existing programs aimed at stimulating innovation in the defense sector. This includes the European Defense Innovation Program (EUDIS) and the European Defense Fund. These programs support cooperation and research among different member states. However, they often focus their efforts on long-term projects and partnerships.
By focusing on speed and immediate applicability, AGILE stands out from previous European defense projects. By emphasizing opportunities for small businesses and accelerating decision-making, the EU aims to catch up technologically.
The European Council and the Parliament still need to approve the program before it can officially start. If approved, the first proposals will be launched around 2027.
