On April 3, 2026, Emilie Dhellin, Regional Director in Rouen, and Quentin Guyard, Regional Director in Caen, presented Bpifrance’s 2025 activity report in Normandy. They highlighted Bpifrance’s support for companies in the region, characterized by a high level of dedicated support for strategic areas.

In 2025, Bpifrance in Normandy supported over 3,400 companies with €828 million, mobilizing €2.2 billion in public and private financing. The support was evident in key strategic areas such as industry, climate transition, and entrepreneurship in underserved neighborhoods.

“Throughout 2025, Bpifrance continued its commitment to the region’s businesses in a challenging yet transformative economic landscape. Our approach focuses on proximity, continuity, and utility to be present where companies need us, at the right time, with tailored solutions. Our priority areas like industry, innovation, climate transitions, and entrepreneurship drive our daily interventions,” declared Emilie Dhellin and Quentin Guyard.

Bpifrance’s services include Financing, Guarantee, Innovation Financing, Direct Investment, Fund Investment, International, Support, and Creation.

In terms of investment, there was a record year for direct investment in development capital, reaffirming Bpifrance’s role as a countercyclical investor. The partnership with Normandy Region intensified financial support, showcasing new financing instruments to benefit over 80 companies and mobilize over €14 million in total financing.

In the creation sector, Bpifrance maintained strong support in 2025, aiding over 4,800 projects and providing over €4 million in honor loans to 718 creators. The “Entrepreneuriat Quartiers 2030” program continued, focusing on supporting entrepreneurs in priority neighborhoods.

Furthermore, the dialogue between Regions and Bpifrance emphasizes the collaboration to develop tailored support for local businesses in line with the regions’ priorities. This partnership enhances the effectiveness of financing and support tools for companies in each region.
