During the workshop to present the project proposed for the 7th Ho Chi Minh Prize for Science and Technology, delegates and participating scientists unanimously agreed that research and production of specialized fuels for national defense and security at the Dung Quat oil refinery possess not only high scientific and technological content and numerous practical applications, but also strategic importance for energy security, national defense, and the country’s self-sufficiency.
On March 27 in Hanoi, the Binh Son Refining and Petrochemical Joint Stock Company (BSR), a member unit of the Vietnam National Energy and Industry Group (Petrovietnam), organized a scientific workshop on the project “Research and development of technologies for the production of specialized fuels for national defense and security at the Dung Quat refinery,” focusing on results and strategic importance.
The workshop was attended by Dr. Le Xuan Huyen, Deputy General Director of the Petrovietnam National Energy and Industry Company; Mr. Bui Minh Tien, a member of the Petrovietnam Board of Directors; as well as delegates and scientists from the Ministry of Industry and Trade, the Ministry of Finance, the Petroleum Department (Ministry of National Defense), the School of Chemistry and Life Sciences (Hanoi University of Technology), and the University of Mining and Geology. On the BSR side, Mr. Bui Ngoc Duong, Chairman of the Board, and Mr. Mai Tuan Dat, Deputy General Director, were present.
During the workshop, Dr. Le Xuan Huyen, representing the research team, stated that over fifteen years ago, the Party and Government had tasked the Ministry of National Defense and Petrovietnam with finding solutions to achieve self-sufficiency in specialized fuels for national defense. This mission was considered essential to strengthen the operational capacity of the armed forces and ensure national sovereignty. Through this research project, Vietnam has transitioned from complete dependence on imports to self-sufficiency in the production of three strategic fuels: Jet A-1K, DO L-62, and A80 RON83. This represents a major advancement in applied research, production organization, and mastery of petrochemical refining technologies, in compliance with very strict technical standards.
The successful production of specialized fuels for national defense at the Dung Quat refinery has contributed to enhancing strategic reserves, increasing proactive capacities, and ensuring the operational availability of the armed forces in all circumstances. These specialized fuels play a crucial role in the operational readiness of the armed forces, thus contributing to national security and peace maintenance in the country.
Given its strategic importance, self-sufficiency in specialized fuels for national defense has become a particularly important task in a world marked by numerous conflicts and complex geopolitical upheavals.
