The installation community council of Cœur de Garonne will meet on April 9 in Cazères. The outgoing president, Paul-Marie Blanc, has announced his candidacy to the 48 mayors. Mayor of Bérat since 2008, he has been presiding over the intermunicipality since 2020.
What are the specificities of Cœur de Garonne? The intermunicipality intervenes at all levels of life, from early childhood to seniors, leisure centers, culture, tourism, social action, meal delivery, waste management. We exercise numerous skills: extracurricular (ALAE, ALSH), sports facilities, home help in the Cazères area, equipment rental. Another specificity is one of the lowest tax rates in the department, with a rate of 3.69% on built property.
What assessment do you make of your mandate? We have invested to meet the needs of the territory: three synthetic fields have been created in Cazères, Lherm, and Rieumes. Almost half of the investments concern roads (3 million euros per year), but also nurseries, gymnasiums, recycling centers, or business areas. Thanks to cost control, we generated a net margin of 2 million euros in 2025, offsetting the decrease in assistance.
What are your projects? To implement a multi-year investment plan, define priorities, and continue to assist municipalities, especially the smallest ones through grant funds.
Your priorities? I defend two main axes: solidarity and equality, the two pillars of the Cœur de Garonne territory. Solidarity is more necessary than ever to effectively meet the expectations of citizens. And equality among the 48 municipalities, to ensure fair access to services.
Your method? For six years, I have acted with the intention of favoring debate and consultation. If I am re-elected, I will remain in the field, available, and listening to the mayors.
