HONOLULU (HawaiiNewsNow) — With heavy rain and strong, gusty winds forecast to impact Oahu, non-essential state and city offices and many public services will be closed Friday, April 10, as officials prepare for potential flooding, hazardous travel conditions and power disruptions.
Gov. Josh Green announced the closure of all state departments on Oahu and the release of employees not considered disaster response and preparedness workers.
“The safety of our residents and families must come first,” Green said. “Closing schools and state offices will allow families to focus on staying safe, together. It also will support emergency operations and sheltering, should the need arise.”
The City and County of Honolulu will also close all non-essential offices and services, granting administrative leave to employees who are not part of emergency operations.
Disaster response and support personnel will continue to report to work.
“Out of an abundance of caution, we are taking this step to protect the health and safety of our residents and visitors as this storm continues to develop,” Honolulu Mayor Rick Blangiardi said. “Stay home if you can, avoid unnecessary travel, and make preparations now in case conditions worsen overnight.”
State officials said closures on Oahu include: – State offices – University of Hawaii campuses – Public schools and public charter schools – Libraries and Hawaii State Public Library System offices
Hawaii State Judiciary: All hearings and trials scheduled for Friday on Oahu will be rescheduled. In addition, by court order, the deadline for all court filings due Friday on Oahu has been extended until Monday, April 13. Courts on Oahu are expected to reopen on Monday, weather permitting.
State parks and camping areas: Individuals with lodging (cabin) reservations will be contacted directly by the State Parks district offices to discuss options, which may include continued stay. Refunds will be credited to the accounts of anyone who misses camping nights due to storm closures.
The city’s closure means several public facilities and services will be suspended, including: – Driver Licensing Centers and Satellite City Halls (appointments will be rescheduled) – Municipal golf courses – Honolulu Zoo – Hanauma Bay Nature Preserve – Honolulu Botanical Gardens – All parks and recreational facilities, including athletic fields, swimming pools, outdoor courts and gymnasiums (except those designated as shelters)

The Neal S. Blaisdell Center’s Exhibition Hall will be open from 12 p.m. to 6 p.m. on Friday for the Hapalua Expo and runner packet pick-up.
Emergency shelters will be open on Oahu for anyone needing a safe place to stay. Officials said shelters are open to residents and visitors and are pet-friendly. Those seeking shelter should bring essentials, including food, water, medications and pet supplies when possible.
Shelters include: – Wahiawā District Park – Mānoa Valley District Park – Waiʻanae District Park – Kāneʻohe District Park – Kahuku Elementary School – Nānākuli High and Intermediate School
Officials also warned of possible island-wide transportation disruptions, including road closures, traffic signal outages and transit delays. Skyline is expected to operate as scheduled, but TheBus and Handi-Van service could be suspended if conditions worsen and winds become unsafe for high-profile vehicles.
Residents were reminded to treat any out-of-service traffic signals as four-way stops. Some city buses may be used for evacuation purposes at the direction of first responders, with no fares required.
