A video showed two men on a moped driving against traffic on Humboldt Street at 1:16 p.m., according to NYPD Commissioner Jessica Tisch.

Tisch, speaking at a news conference, said one of the suspects, who was sitting on the rear of the moped, allegedly fired two rounds as the two suspects approached Moore Street. Several adults and children were nearby when shots rang out, according to authorities.

Tisch said the baby, 7-month-old Kaori Patterson-Moore, was shot while she was sitting in a stroller. The child’s father rushed her to NYC Health + Hospitals/Woodhull after the shooting, where she was pronounced dead, according to NYPD Chief of Detectives Joseph Kenny.

Police said the moped continued on Humboldt Street before it crashed into another vehicle about two blocks from the scene of the shooting. The men were flung off the scooter, which was later recovered five blocks west of the shooting, according to authorities.

According to Tisch, the man who was riding on the back of that scooter fell off and was ultimately transported to a local hospital. Tisch said investigators believe this man “fits the description of” the person who shot the baby. He is in police custody on an unrelated investigation, and detectives are working to determine any potential connection to the shooting, Tisch said.

Police said another suspect is still being sought. According to Tisch, that suspect was last seen wearing light gray pants, a white t-shirt and a black surgical mask, and fled toward the Marcy Houses.

“A life that had barely begun was taken in an instant,” Mayor Zohran Mamdani said at the news conference.

“That sorrow is only deepened by the fact that this is not the first family in our city to know this pain,” he added. “Too many children have never grown up into becoming adults. Too many parents have had to bury those that they love the most. We cannot accept this as normal in our city.”
