Every international cooperation opportunity, every foreign investment project, every science and technology networking program, and every cultural promotion action can create concrete value for the territory and the country.

In this new development perspective, local authorities are not only beneficiaries of advances in foreign policy, but must also actively participate in the integration process. Their foreign policy capacity becomes a determining factor in their ability to attract resources, develop their markets, access knowledge and strengthen their position within regional, national and international networks.

For Gia Lai, a province strategically located in the central region, bordering Cambodia and with great potential in agriculture, renewable energy, culture and tourism, the implementation of Resolution No. 06-NQ/TW is not only a political requirement but also an opportunity to expand the development space in the new phase.

The province’s diplomacy activities are increasingly implemented in a comprehensive manner, revolving around its three pillars: Party diplomacy, state diplomacy and interpersonal diplomacy. This synergistic approach strengthens friendly relations, develops international cooperation, mobilizes resources in the service of development socio-economic and guarantees national defense and security.

Examining the concrete situation in Gia Lai reveals a significant transformation: foreign relations are no longer limited to formal exchanges, visits or cooperation agreements, but have gradually become closely linked to the goal of local development.

An eloquent example is the role of the Le Thanh international border post economic zone. Positioned as a crucial crossing point for trade between Vietnam and Cambodia, this area is gradually becoming an economic hub linking the North Central Highlands region to the countries of the Greater Mekong sub-region.

At the same time, numerous foreign direct investment projects in the sectors of processing industry, renewable energies, logistics and economic infrastructure have been attracted to the province.

Leveraging next-generation free trade agreements, such as the CPTPP and EVFTA, has helped increase the value added and competitiveness of key products such as coffee, pepper, fruits and processed agricultural products. These results demonstrate that international relations, in addition to creating a peaceful and stable environment, constitute a direct channel for mobilizing resources, developing markets and creating new engines of growth for the region.

In addition to its strategic position on the border, Gia Lai strives to develop and maintain friendly and cooperative relations with localities in Cambodia and Laos. Regular exchanges and cooperation in many areas contribute to the establishment of a peaceful, friendly, stable and development-friendly border.

Gong ensembles, gong groups and teams of craftsmen and people proficient in the use of traditional musical instruments constitute valuable cultural resources that can spread the image of Gia Lai throughout the world.

Traditional martial arts are no longer confined to isolated dojos in rural villages; they spread across the world. Western dojos, welcoming foreign students, help to spread local identity and national culture to the four corners of the globe.

In a context of ever-increasing international integration, culture can become a true “ambassador”, helping to promote the image of the territory and attract tourists, investors and international friends.

Therefore, leveraging cultural soft power is not only a task for the cultural sector, but also an important aspect of foreign affairs in the new era.

Gia Lai must continue to strengthen the link between preservation of cultural heritage and tourism development, between promotion of its image and attraction of investments, and between preservation of its identity and international integration. Thus, culture will become an essential endogenous resource contributing to the expansion of the development potential of the province.

Fifth, continue to strengthen friendly relations and cooperation with localities in Cambodia and Laos, with a view to building a peaceful, stable, cooperative and developing border region.
