
Dear leaders of the Party, the State and the Vietnamese Fatherland Front,
Ladies and gentlemen, distinguished members of the Politburo, members of the Secretariat, members of the Central Committee and delegates participating in the conference.
Today, the Politburo and the Secretariat are holding a conference to disseminate and implement Resolution No. 06-NQ/TW of the Political Bureau, dated May 19, 2026, relating to the implementation of the foreign policy guidelines of the XIV National Congress of the Party. This resolution implements the policies and directions set by the 14th National Congress of the Party and reflects the ideology and vision of the Party on foreign policy, in order to meet the requirements of national development in the new era.
Suite à la résolution 59 -NQ/TW of January 24, 2025 on international integration in the new situation, la résolution 06- NQ/TW sets the goal of developing foreign relations in the new period based on the historical and cultural stature and position of the country, contributing to the realization of the country’s strategic goals, building a peaceful, independent, democratic, prosperous, civilized Vietnam and happy, progressing steadily towards socialism.
The comrades listened to speeches explaining the resolution and eight presentations intended to help Party committees, Party organizations and individual Party members better understand the contents of the resolution more clearly, more thoroughly and more completely; thereby ensuring great unity in awareness and action in leadership, guidance and implementation at the level of ministries, departments, localities, individual Party organizations, and down to individual Party members and the people.

Since the Second World War, the world has experienced unprecedented transformations. These changes present both opportunities and challenges, and profoundly impact all aspects of social life and international relations. Countries that fail to keep pace, lack appropriate strategies and isolate themselves from international cooperation will be left behind and unable to develop. Countries that are proactive in strategy, anticipation, responsiveness and cooperation will have an advantage and the ability to move forward. Vietnam’s development is inseparable from that of the region and the world. Therefore, closely and effectively combining our national assets with the assets of our time, our internal forces with our external forces, is an essential condition for us to be able to align ourselves with the great world powers on the path to development.
Throughout our nation’s history, domestic and foreign affairs have always been inseparable and complementary; “Foreign affairs are an extension of domestic affairs.” General Tran Quoc Tuan, in his book “Basic Principles of Military Strategy”, wrote: “Internal peace reduces the need for war, peace at the borders dissipates any fear of alarm. HAS” Our ancestors knew how to combine the strength of the nation with the exploitation of external factors, consistently defending independence and autonomy, while leading harmonious and flexible international relations.
Our Party and President Hô Chi Minh have always placed the Vietnamese revolution in the regional and global context, skillfully combining national strength and the assets of the time to achieve revolutionary objectives. Uncle Hô taught: “After the question of defense, diplomacy is essential for an independent nation.” Thanks to this sound foreign policy, we were able to obtain considerable international assistance for the cause of national liberation, as well as for the construction and development of the country.
In the current context, the success of achieving the strategic objectives for 2030 and 2045, thanks to a new national development model based on science and technology, innovation and digital transformation, depends largely and significantly on the effective implementation of business foreign and international integration in parallel with national development.

The current situation imposes new demands on us in terms of maintaining a peaceful and stable environment, firmly protecting independence, sovereignty, territorial integrity and national interests; strengthening the capacity to prevent crises remotely and upstream; maximizing cooperation possibilities for rapid and sustainable development; strengthening internal capacities, resilience and competitiveness of the economy; and contribution to the efforts of the international community to maintain an international order based on the rule of law, equity and transparency.
To meet these requirements, la résolution 06- NQ/TW strives to realize the foreign policy views of the 14th Party Congress through five major ideological principles :
First of all, and for the first time, external relations were recognized as a task “Crucial and permanent” in the same way as national defense and security. This represents a major development in the Party’s leading thinking, with external relations becoming an important method and an essential and permanent task in the service of the construction, protection and development of the country. In this new era, external relations must take a central place and contribute to identifying and mitigating the risks of conflict and war as early as possible, remotely and at the very source.
Second, In today’s era, foreign relations are not only a tool for protecting national interests, but also a means of demonstrating Vietnam’s character, identity and prestige on the international stage. They help disseminate Vietnamese values and civilization, and generate respect, trust and influence within the international community.
Troisièmement : foreign policy must be based on the principles of “Strategic autonomy” et d’« autosuffisance ». Strategic autonomy demonstrates the ability to master the destiny of the nation, to position oneself adequately, to choose the right direction and to respond to challenges in a proactive and flexible manner; self-reliance means developing internal assets and national confidence to strengthen the nation.

Quatrièmement : foreign policy must adopt a new mission, that of guaranteeing higher national interests; it must be based on peace, independence, autonomy and national strength; place the people at the center of all policies; and consider contributing to the international community as a responsibility. It must participate more deeply and more broadly in global politics, the international economy and human civilization.
Fifth: Comprehensive foreign policy is the concern of the whole Party and all the people, based on the coordinated and complementary nature of three pillars: Party diplomacy, state diplomacy and people-to-people diplomacy; close coordination between national defense, security and foreign affairs; between parliamentary diplomacy and state diplomacy, and interpersonal diplomacy; between central ministries and agencies; with the broad participation of local communities, businesses and the people; and the skillful combination of political, economic, technological and cultural tools… in order to guarantee the highest national interests; and to maximize and optimize the overall strength of the country.

So that Vietnamese diplomacy, in this new phase, moves from a diplomacy of protection of development space to a diplomacy of strengthening national development capacities; from market integration to market creation; from participation in the rules of the game to contributing to their development; and from individual growth to common growth with ASEAN, in order not only to maintain its position in the face of strategic competition but also to elevate the art of diplomacy to “adapt to changing circumstances while preserving its fundamental principles” through technology, markets, standards, trust and positioning, I would like to highlight the five main directions the following :
First, we must take advantage of the pioneering role of foreign policy to prevent crisis risks as early as possible, remotely and at their source; and create a favorable international environment for the country.
First of all, we must firmly consolidate our “security and development belt”. The top priority is to maintain and develop external relations with neighboring countriesHAS ; to strengthen political trust and strategic connectivity in the areas of infrastructure, energy, logistics, culture, science and technology, etc., in order to interweave long-term interests; to closely coordinate our actions to harmoniously address border issues, water security, space security and non-traditional challenges; to effectively manage disagreements and resolve disputes by peaceful means. We need to strengthen unity and solidarity, consolidate ASEAN’s central role, and proactively put forward initiatives to promote cooperation within ASEAN.
With major Powers, we must actively work to shape, maintain and develop balanced, harmonious and mutually beneficial relations, avoiding confrontation and dependence. We must strengthen strategic trust, effectively implement existing relational frameworks and prioritize areas and methods of cooperation that suit us, including the economy, trade, science, technology, defense and security. With our other partners we need to introduce substantial changes and maximize the potential of existing cooperation frameworks and free trade agreements (FTAs).
In the current context of instability and uncertainty, it is necessary to strengthen strategic management capacities. This involves improving the quality of forecasts and interministerial consultation, and avoiding passivity and unforeseen circumstances in all circumstances. At the same time, it is crucial to deepen cooperation between the defense and security industries, strengthen cooperation and information sharing, cyber security, search and rescue exercises, as well as peacekeeping operations.
Secondly, foreign relations constitute a driving force that opens new spaces and new development opportunities, closely linked to the process of socio-economic development of the country.
Foreign policy must have a strategic, global vision and coherent addressing the main challenges facing the country in order to successfully achieve its strategic objectives, to become a high-income developed country where the people can enjoy its benefits; taking as its foundation happiness and the improvement of the material and spiritual living conditions of the people.
Vietnamese foreign policy now focuses on selecting and improving the quality of resources, rather than simply attracting them, in order to achieve strategic advancements. Emphasis is placed on the diversification of markets, partners and sources of supply to increase the added value of Vietnamese products; on a rigorous selection of foreign direct investments (FDI), favoring high-tech projects, the strengthening of national links and technology transfer; and on the mobilization of new sources of financing: public aid for green development, climate credits and preferential loans for strategic infrastructures.
Positive political relations must be translated into concrete cooperation projects and programs, anticipating new trends. The full and effective implementation of international commitments and agreements will constitute an engine of development. At the same time, we must strengthen technological diplomacy, by creating frameworks for technological cooperation, particularly in the areas of innovation, digital transformation, artificial intelligence, quantum computing and strategic minerals, and by bringing together major global and regional innovation hubs We must actively negotiate and participate in the development of new rules of the game regarding data, artificial intelligence (AI), digital trade and environmental standards, as well as in connecting and supporting foreign and domestic companies and investors; local communities and Vietnamese businesses in their access to foreign markets and their expansion in these markets.

Third, demonstrate global responsibility by participating and contributing to common issues in the international community.
Vietnam must raise a positive voice, propose ideas and contribute to restoring trust and the effectiveness of multilateralism. It should actively participate in protecting the global order based on international law and the United Nations Charter, contribute to the reform of the global political and economic governance system towards greater equality and fairness, and propose international frameworks, rules and standards in new areas.
With our new position and increased influence, we can play a central, even decisive, role within multilateral mechanisms that correspond to our interests, our capabilities and our specific situation. Vietnam must actively participate in responding to global challenges, especially those that are essential to our existence, such as climate change, sustainable development, food security, United Nations peacekeeping operations, search and rescue operations and humanitarian assistance. Given our current position within international institutions, we can build on this position to integrate the priorities of Vietnam and ASEAN into the international agenda.
Fourth, raise the status of the nation to match its historical importance, cultural identity, economic potential and increasingly important political role, thereby contributing to human civilization.
Country with a millennia-old cultural heritage and a rich national identity Vietnam has made considerable progress of major historical importance in its reform process. Its foreign policy must continue to promote a peaceful and friendly approach; the ability to manage international issues with harmony, reason and compassion; respect for the primacy of international law; and the transformation du « soft power » in sympathy, support and assistance from the international community. Vietnam must actively draw inspiration from the most beautiful aspects of human culture, thus contributing to the enrichment and influence of its own national culture.
Mobilize the resources of the Vietnamese community abroad, connect networks of intellectuals, academics, entrepreneurs and students in the service of national development. Innovate and modernize external communication methods, disseminate the image of an autonomous, innovative and responsible Vietnam. Transform cultural and heritage diplomacy into endogenous assets contributing to the socio-economic development of the country and each locality.
Fifth, build a global, modern and professional diplomacy that meets the demands of the new era.
A global, modern and professional diplomacy must above all reflect “the diplomatic identity of the new era”, embodying “the glorious tradition of national diplomacy, the revolutionary character of diplomacy in the era of Ho Chi Minh, the essence of global diplomacy and the spirit of diplomacy of the new era.”
In particular, we must strive to reach the level of the region’s leading groups and develop our influence internationally. We need to develop a theoretical framework for foreign policy in this new era. We must organize the systems and allocate the necessary resources to foreign policy in a coordinated, rational and efficient manner, in accordance with international practices, by formalizing, modernizing and standardizing them gradually, commensurate with the position and power of our country.
Inspired by the Party’s teaching that “cadres are the foundation of all work”, We must, in the new era, build a team of foreign affairs executives both politically competent and professionally sound: of great wealth of character, of qualities, and of intellect; modern in their thinking and their working methods; and professional in their conduct and behavior. In particular, we need to revive the spirit give the “six bold ones” : “Dare to think, dare to speak, dare to act, dare to assume responsibilities, dare to innovate and dare to face difficulties”, for the good of the country.

In accordance with other strategic resolutions, and with the aim of ““Understand deeply, implement correctly, carry out and apply effectively,” The implementation of this resolution is about action: action to create change and change to produce concrete results. In this spirit, I emphasize four essential points of the implementation process:
First, it is clear that foreign policy is the business of the entire Party, the entire people, the entire armed forces. of the entire political system and at all levels, from central to local, under the overall and absolute leadership of the Party and the unified management of the state. The Party exercises its leadership through its foreign policy guidelines and policies, as well as through the direction and organization of their implementation. If the foreign policy guidelines of the 14th Party Congress crystallize the vision and political will of the Party, then the content of la Résolution 06 -NQ/TW constitutes the necessary and essential realization of this vision and this political will. The implementation of this resolution is not only the responsibility of foreign affairs agencies, but all Party committees, agencies, organizations and local governments. It is essential to fully understand President He Chi Minh’s teachingÂ: “Strength is like the gong, diplomacy like sound. If the gong is good, the sound carries far.” By carrying out their tasks correctly, each ministry, sector and local authority also contributes significantly to foreign policy.
Second: quickly translate the resolution into concrete programs and action plans, intended to be implemented by all ministries, departments and local authorities in connection with the Government Action Program. These plans must clearly define objectives, tasks, roadmaps and specific missions. Effectiveness must be measured by concrete results, practicality and substance, eliminating formality and ostentation. Emphasis should be placed on the rigor of implementation, regular inspections and monitoring of the application of the resolution, in order to improve transparency and responsiveness.
Third: vigorously innovate cross-sector and cross-domain coordination mechanisms between the central and local levels in the field of foreign affairs; closely and harmoniously combine Party diplomacy, state diplomacy (including parliamentary diplomacy) and people-to-people diplomacy; articulate foreign affairs and defense and security; articulate political diplomacy and economic, cultural, scientific and technological diplomacy… in order to create a global force in foreign affairs, making the latter a united and powerful front where high-level diplomacy plays a driving role, providing direction and direction. Promote the application of digital technologies, big data and real-time monitoring systems for the implementation of the resolution, including monitoring, incentive and control systems for the implementation of international commitments and agreements.
Fourth: consolidate the management and coordination apparatus for the implementation of the resolution, in particular by the creation of the Central Steering Committee for Foreign Affairs and International Integration; prepare the implementation of a major global foreign policy strategy. At the same time, build a team of competent diplomats, capable of organizing and implementing actions, who dare to think, act and assume their responsibilities. Overcome weaknesses and blockages in implementation, evaluating those responsible on the basis of concrete results.

The history of the Vietnamese nation shows that when the country is united, resilient and combines national strength with the strength of the times, it will overcome all difficulties and challenges and achieve glorious feats.
With strong political determination, Party commitment and the concerted participation of the entire political system, based on new understanding, thinking and approaches, the resolution must be quickly implemented so that foreign policy can play a pioneering role and achieve a crucial and permanent task, contributing to the construction of a developed, independent, autonomous and strong Vietnam in the new era.
