A Plymouth, Massachusetts police officer and her husband were arrested on Thursday for multiple charges related to the sexual assault of a child. Officer Samantha Pelrine, 31, and Daniel Forand were taken into custody at their home by Massachusetts State Police without any issues, as reported by the Plymouth County District Attorney’s office. Pelrine is facing charges of three counts of aggravated rape of a child and one count of statutory rape of a child, according to court documents. Forand is facing 20 charges, including rape of a child, indecent assault and battery on a person over 14, and assault and battery with a dangerous weapon. The alleged incidents took place in 2019 and 2020.

A 21-year-old man went to the Massachusetts State Police Barracks on March 15 to report that he had been assaulted by Forand initially, then both Forand and Pelrine multiple times between 2018 and 2025. The Plymouth Police Department stated, “We are appalled and deeply disturbed by the allegations. We hold our officers to the highest standards and expect them to uphold their sworn duty both on and off duty.”

Pelrine was put on administrative leave with pay once the criminal investigation into her off-duty conduct was announced by Massachusetts State Police. Both Pelrine and Forand were issued an abuse prevention order on the same day. The accuser claimed in a handwritten affidavit that the sexual abuse began years ago when they were a minor. The order mandates that they have no contact with the alleged victim, surrender any firearms and FID cards, have no contact with children under 18, remain in Massachusetts, and surrender their passports.

Pelrine and Forand posted bail, $10,000 cash bail for Pelrine and $25,000 cash bail for Forand, on Wednesday afternoon. The Plymouth Police Department is conducting its own internal investigation into Pelrine’s actions. Both are scheduled to appear in court for a probable cause hearing on June 8.
