On May 22 in Moscow, General Phan Van Giang, member of the Politburo, Deputy Prime Minister and Vietnamese Minister of Defense, and General Nikolai Patrushev, Assistant to the Russian President and Chairman of the Maritime Council of Russia, co-chaired the second session of consultations bilateral relations in the maritime domain.

According to the participants, this meeting made it possible to continue the expansion of bilateral strategic cooperation in the sectors of the navy, oceanographic research and the naval industry.bilateral strategic operation in the sectors of the navy, oceanographic research and the naval industry.
Speaking at the session, General Phan Van Giang stressed that Vietnam attaches great importance to Russia’s status as a maritime power. He affirmed that the Vietnamese Defense Ministry wants to strengthen cooperation with the Maritime Council of Russia in a more concrete, effective and comprehensive manner.
For his part, Nikolai Patrushev considered that maritime cooperation was becoming one of the major axes contributing to deepening the global strategic partnership between the two countries. According to him, the potential for cooperation remains considerable, particularly in the context where Vietnam and Russia are paying increasing attention to the development of the maritime economy, ocean research and maritime security.
Scientific cooperation carried out within the framework of the Vietnam-Russia Tropical Center, particularly in the areas of marine resources, island environment as well as the preservation and restoration of marine ecosystems, was highlighted among the notable achievements.
Personnel training, particularly that of naval officers, also continues to be seen as an area of effective and strategic long-term cooperation.
The two sides agreed to continue the implementation of the agreements already signed, with emphasis on strengthening naval cooperation, expanding marine scientific research, developing maritime transport and specialized training.

On this occasion, the two sides signed and exchanged the Maritime Cooperation Plan for the period 2026-2030 between the Vietnamese Ministry of Defense and the Maritime Council of Russia.
The same day, General Phan Van Giang met Sergueï Choïgou, secretary of the Russian Security Council. The two officials discussed measures to deepen defense cooperation, particularly in the areas of training, technology transfer, scientific research, humanitarian demining and the teaching of military history.
General Sergueï Choïgou affirmed that Russia always considers Vietnam as a priority partner in the Asia-Pacific region, while expressing the wish that the two countries continue the effective implementation of the agreements reached at the highest level in order to strengthen strategic trust and expand cooperation bilateral in matters of defense.
During its stay, the Vietnamese delegation also visited the Russian Tactical Missile Armament Company (KTRV) as well as a shipbuilding company in Moscow to learn about Russia’s defense industrial and shipbuilding capabilities.
