The President of the Republic set the new course for Senegalese foreign policy during the Council of Ministers on Wednesday, April 29, 2026. Following the 7th Conference of Ambassadors and Consuls held on April 18, the Head of State ordered the systematic anchoring of a true economic diplomacy. This new orientation aims to support Vision Senegal 2050 by making diplomatic representations levers of growth and attractiveness.

To achieve this ambition, the government must develop, before the end of June 2026, a new International Cooperation and Partnership Strategy. The Prime Minister was instructed to strengthen the human and financial resources of the embassies, now oriented towards the culture of results. A five-year program to modernize the diplomatic network will also be launched to improve working conditions and the representation of Senegal abroad.

The Head of State defined three major pillars for this international action: promoting the country’s attractiveness for investors, mobilizing advantageous bilateral and multilateral financing, and developing strategic partnerships. At the same time, Senegalese diplomacy must maintain its fundamentals based on good neighborliness, African integration and multilateralism.

An important social aspect was also highlighted concerning the diaspora. The President requests an acceleration of procedures for obtaining identity cards and passports, as well as the deployment of a special program to support investments by Senegalese abroad. The objective is to transform the diaspora into a leading economic player, capable of directly contributing to national development through structuring and secure projects.
