As Russia invades Ukraine in 2022 and carries out military operations at the gates of the European Union, while transatlantic ties are eroded by the decisions of Donald Trump, the strengthening of European military strategies is becoming a priority.

German Defense Minister, Boris Pistorius, unveiled the country’s new military strategy in this context, marking a historic turning point for the country. Spanning 35 pages, the document outlines the guidelines that Germany will follow in case of conflict and responds to the need for the implementation of the “bazooka” investment plan announced in 2025 by the Merz government.

Entitled “General Military Defense Concept,” the plan is divided into three clearly defined sequences with the common goal of placing Germany at the forefront of the European military procession:

– In the short term (2025-2029), the plan provides for a “rapid maximization of defense and resistance capabilities.” This involves increasing personnel and quickly producing operational equipment. – In the medium term (2029-2035), Germany aims for a “significant increase in capabilities in all areas.” This requires increased budget investments, acquisitions of modern equipment, and the development of new doctrines. – In the long term (2035-2039+), Berlin aims to become an innovative and technologically superior armed force. This includes a focus on research and development, especially integrating new artificial intelligence technologies into the German arsenal.

The plan aims to increase personnel to 460,000 soldiers by 2035 (260,000 active duty and 200,000 reservists), compared to the current 184,300. This level is equivalent to that maintained during the Cold War when the Iron Curtain divided Berlin in two.

It also emphasizes a significant innovation axis and focuses on information mastery, increasing the reach of weapon projection (Deep Precision Strike), and integrating automation and autonomous capabilities within the offensive apparatus. However, no details are provided on the methods to support this ambition, potentially found in the classified defense sections.
