The Central Military Commission Secretary General and President To Lam attended the event and delivered an opening speech.
Luong Cuong, former member of the Politburo and former President; Le Minh Hung, member of the Politburo and former Prime Minister; Pham Minh Chinh, former member of the Politburo and former Prime Minister; and Tran Thanh Man, member of the Politburo and President of the National Assembly, sent congratulatory floral arrangements.
The following Politburo members were present at the ceremony: General Phan Van Giang, Deputy Prime Minister, Deputy Secretary of the Central Military Commission and Minister of National Defense; Nguyen Duy Ngoc, Secretary of the Party Central Committee and head of the central organization department; Le Minh Tri, Secretary of the Party Central Committee and head of the central internal affairs department; Tran Sy Thanh, Secretary of the Party Central Committee and President of the Central Inspection Committee; Trinh Van Quyet, Secretary of the Party Central Committee and head of the central propaganda and mass mobilization department; General Luong Tam Quang, Minister of Public Security; and General Nguyen Trong Nghia, Secretary of the Party Central Committee, standing member of the Central Military Commission, and head of the general political department of the People’s Army of Vietnam.
Former Politburo members, Party Central Committee secretaries, Party Central Committee members, former Party Central Committee members, Party and State leaders, leaders of central and local departments, ministries and agencies, leaders and former leaders of the Ministry of National Defense, heads of agencies and units under the Ministry of National Defense, Vietnamese heroic mothers, heroes of the People’s Armed Forces, and officers and soldiers of the 3rd military region at different times were also present.
During his report on the achievements of the 3rd military region, Lieutenant General Luong Van Kiem, Deputy Secretary of the Party Committee and Commander of the 3rd military region, emphasized the strategic importance of the region, created on October 31, 1945, for the economy, national defense, and security of the North and the whole country. With a rich historical and cultural heritage, it is the birthplace of Red River civilization. Throughout the struggle for liberation and national defense, the 3rd military region has been the center of many famous battles, resulting in brilliant victories.
Over more than 80 years of construction, combat, and maturation, under the Party’s direction, and regularly and directly under the authority of the Central Military Commission and the Ministry of National Defense, officers and soldiers of the armed forces in the 3rd military region have always fought bravely, achieving numerous remarkable victories to the consensus of the Party, the people, and the army, and achieving great victories for the cause of national liberation, protecting the socialist Vietnamese homeland and fulfilling glorious international obligations.
During the resistance war against French colonial aggression, the 3rd military region served as an enemy rear area. Its armed forces actively participated in major campaigns on various fronts while directly engaging in many important operations. In the war of resistance against the United States, the 3rd military region played a crucial role as a rear area, providing manpower and resources to the battlefields.
Entering a period of reform, officers and soldiers of the armed forces in the 3rd military region continue to consolidate and promote their achievements and successes. They are one of the essential forces in maintaining the independence, sovereignty, unity, and territorial integrity of the northern frontier. In coordination with other forces, they ensure political security and social order, creating an environment conducive to economic, cultural, and social development in localities. Additionally, they engage in mass mobilization work, policy development, and effectively implement policies to support the rear of the armed forces, contributing to solid popular support.
Thanks to exceptional achievements over the past 80 years, the military region and tens of thousands of collectives and individuals have been recognized by the Party and the State, awarded numerous prestigious prizes, and visited several times by President Ho Chi Minh…
Speaking at the ceremony on behalf of the Party, the State, and the leaders of the Central Military Commission, the General Secretary and President To Lam respectfully extended warm greetings, best wishes for health, and congratulations to the leaders and former leaders of the Party, State, and Vietnam Fatherland Front, generals, officers, Vietnamese heroic mothers, heroes of the People’s Armed Forces, labor heroes, delegates, distinguished guests, and all cadres, soldiers, veterans, former youth volunteers, militiamen, and self-defense forces of the 3rd military region over the years.
The General Secretary and President emphasized the need to focus on building a strong Party Committee within the military region, politically, ideologically, organizationally, ethically, and in personnel; to effectively implement the Party Central Committee’s Resolution No. 4 (13th Congress) on Party strengthening and rectification, in connection with the promotion of studying and emulating the thoughts, morality, and style of Ho Chi Minh, the campaign “Promote traditions, contribute talents, and be worthy of the name ‘Uncle Ho’s Soldiers’ in the new era,” the content “2 Firm, 2 Strong, 2 Preventive,” and the motto “5 Firm,” by forming a team of cadre and Party members with strong political determination, qualifications, skills, and a sense of high responsibilities to meet the requirements of tasks in the new situation; and to effectively carry out the work of internal political security, preventing and proactively stopping manifestations of ideological, political, moral, and lifestyle degradation, and preventing “self-evolution” and “self-transformation” within the Party.
The General Secretary and President expressed his belief that all officers and soldiers of the armed forces in the 3rd military region will further realize their position, role, and glorious responsibilities on this new path, continuing to defend and promote the traditions of the heroic unity of the People’s Armed Forces, contributing to the unwavering protection of the socialist Vietnamese homeland and, united with the Party, the people, and the army, confidently leading our country into a new era – an era of progress, creativity, and autonomy. For a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, progressing steadily towards socialism.
